CIRCULAR
The Ministry of Works and Human Settlements has observed
in many instances that the government departments, corporations
and semi-government agencies are floating the tender
for construction of various infrastructures specially
buildings within the municipal boundaries prior to obtaining
building permits from the concerned competent authorities.
All those organizations/institutions
intending to construct buildings should seek construction
approval prior to tendering so that both the technical
and procedural aspects are fully complied with and the
proposals are cleared for construction. As per the provisions
of Bhutan Building Rules 2002, an approved building
plan is valid for two years. This period of two years
is felt more than adequate time for resource mobilization
to initiate execution of works. Therefore, it is regretted
to inform that justifications for approvals for constructions;
such as the works have been tendered out, fund would
lapse, ad-hoc construction etc. shall not be entertained
in future from the date of issue of this notice.
Hence, all officials, authorities
and consultants involved in planning, designing and
execution of such works are requested to adhere to the
approval process and make the work plan accordingly.
It is suggested that tendering of the works, request
for the budget releases, request for building layout,
are carried out only after the clearance of the constructions
are obtained. Non compliance of the above procedures
leads to technical and administrative complications
such as hindrance to the progress of the works, frictions
between the owner and the approving authorities.
All are requested to extend co-operation to enable us
to promote a very healthy and coordinated construction
programme.
