CIRCULAR
The Ministry of Works & Human
Settlement is mandated by Government to look after all
aspects of human settlements within the kingdom. Therefore,
the Ministry would like to announce that all traditional
housing construction using local materials and traditional
architectural design within the kingdom need not seek
the approval of the ministry, but can be approved by
the respective Dzongkhag Authorities. Furthermore, in
order to expedite the approval process of new building
construction employing reinforced cement concrete (RCC)
construction, proposal up to three floors(G+2) floors
within the kingdom can be accorded approval by the Dzongkhag
Authorities in conformity of the existing Urban Development
Plans and building Rules. In the event, the respective
Dzongkhags do not have technical capacity to carry out
proper structural scrutiny of the proposed buildings
up to three Floors(G+2), the same can be forwarded to
the Department of Urban Development and Engineering
Services for necessary scrutiny and approval. All proposals
cleared for construction shall have complete technical
drawings (approved site plan, architectural plan, structural
plan, electrical plan, plumbing plan and sanitary plans).
Constructions planned and cleared for two/three floors
cannot be considered for vertical extension in the future.
