The extension of the municipal boundary is not possible to places where the municipal services cannot presently reach. However, the management of urban development within these fringe areas are important in order to avoid spotty development. Already ribbon development is evident along the east-west highway between Garpang and Jalikha. Ad-hoc ribbon development is also evident along the Chamkhar-Kurjey road and in the vicinity of important historical and cultural landmarks including the Wangdichholing Palace and Jambay Lhakhag. The inclusion of these important landmarks within the municipal boundary is important to ensure that the sancity and the ambience of these sacred places can be preserved. The proper management of the urban control zone is also important until such time as these areas formally come under the municipal area.
The proposed urban development plan for Bumthang township envisages a planned urban environment for the Bumthang township for the next 20 years. To enhance its effectiveness, the plan would be reviewed every 5 years.
