Implementation
	On the request of the the Dzongkhag Administration, Paro, the Urban planning and Development Division under Department of Urban Development and Housing, Ministry of Communications prepared the Local Area Plan, Phase III, Tshongdue, Paro in close consultation with the Dzongkhag and the Committee Members. By involving the people in the process, the plan will be people friendly and easy to implement. In order to ensure that this plan is implemented properly, the proper guidelines developed for the purpose must be followed thus facilitating the achievement of the objectives of the plan by having balanced development. It should be understood that the Government's commitment is of paramount importance to guide the envisaged development and to get proper support and cooperation from the people during the implementation of the plan. The guidelines that are to be followed are: " Urban Roads Guidelines, 2002 " Bhutan Building Rules, 2000 " Planning Standard, 1999 The proposed infrastructure development programmes and other development activities are to be carried out by trained technical staff. Each engineering work has to be appropriately planned and designed in compliance to the Local Area Plan and site supervision has to be of high degree. The implementation of the plan should be in conformity with the above mentioned guidelines.
