Area for Phase III development

Efforts were made to retain existing permanent buildings to the extent possible. Since these were built in unplanned manner, the buildings are neither symmetrical nor have any pattern. The constructions were done as per their plot boundary and the size of the plots which is typical of semi-urban setting. So, it is difficult to apply simple grid plot pattern for this area.

The plan provides 91 plots and the standard plot size is 14m x 21m, but some plots, especially for existing buildings, have inevitably bigger size plot and irregular in shape.

Among the plots, 54 are with regular shapes and the rest of the plots are irregular in shape. Based on the established set backs the permissible plot coverage are given in detail in annexure I.
Set back lines for the commercial building are as follows:

  • A minimum of 1.5m must be maintained as front set back (along road).
  • A minimum of 2m must be maintained on either side as side set backs.
  • The rear set back shall be minimum of 5m at all points where there are back to back plots.
  • Septic Tank and Soak pit shall be accommodated within the plot boundary. The set back of 5m is to be maintained on the side where septic tanks are located.

The concept of green area along the main river has been planned as the spirit of the Forest Conservation Act, 1995. The area between the main road to Drukgel Dzong and Paro Chhuu shall be reserved for green-park, play lot and sit-outs. No development shall be allowed in this area. The main objective of this green buffer is to protect the river from getting polluted. This will indirectly protect/enhance the aquatic life, prevent from flooding during rainy season and will enhance the aesthetic of the Tshongdue town. It is a long term vision.
