Regional Municipal Specialist
for the Environment and Urban Sector Programme Support

Thimphu, Bhutan.


The Royal Government of Bhutan (RGoB) has identified urban development, as a priority area in its long-term development strategy. In support of this development objective, the Government of Denmark provides support to the RGoB through a combined sector Programme on Environment and Urban development in five district towns; Environment Urban Sector Programme Support (EUSPS).

The aim is to improve the quality of life in district towns through the provision of enhanced urban services like water supply and sanitation, sewerage and solid waste and better urban management skills.

To reach this the RGoB wants to employ three Regional Municipal Specialist who can strengthen the institutional capacity of the Municipalities with regard to project planning, quality control, contract management and to enhance the supervisory capacity of the municipalities in implementation of EUSPS activities in the selected district towns.


The Municipal Specialist should be able to:

1. Assist the Component Manager with planning, implementation, monitoring and reporting of the component and to capacity build the Project Engineers in the execution of the works.

2. Prepare overview of the urban investment plans with a staging plan to guide DUDES and the municipality in the phasing of investments.

3. Assist the municipalities to prepare and finalise design and working drawings related to storm water drainage, footpaths, vegetable sheds, roads, water distribution network and other minor activities planned under the EUSPS.

4. Assist Municipalities to supervise the construction of water supply schemes, water treatment plant, sewerage scheme with treatment plant, roads, footpaths, drains etc. All with very strong emphasis on quality control.

5. Assist Municipalities in contract management with focus on timely completion of the project and other day to day management of contract.

6. Assist Municipalities to prepare quarterly progress reports, annual budgets and annual progress reports, annual work plans, completion reports and other reports as and when required by RGoB and the donor.

7. Review and advice on new project proposals from other sources related to the urban sector in the municipalities.

8. Carry out on the job training of local counterparts and colleagues.

9. Willing to work in the remote towns in Bhutan


The candidate should be qualified civil engineer with a Master Degree in Public Health/Environmental Engineering. A minimum of 10 years experience with design and estimating of infrastructure projects; landfill sites, drains, footpaths etc. and at least 10 years of experience with construction of water/waste water schemes with treatment plants. Experience from the region especially with similar terrain like Bhutan will be an advantage. Further experience with working within and assisting government departments and experience with program / project management will be preferred. IT literate at advanced level is a must.

The contract period will be two years with possibility for extension

The candidates will be stationed at the Regional Towns under the project as below.
1. One specialist at either Monggar or Trashigang.
2. One specialist at either Gelephu or Damphu.
3. One specialist at Samtse
