Technical Assistance
Post: Water Treatment Plant Construction Specialist
Duration: 6 months in Bhutan
Background:
EUSPS is a Danida assisted programme with 5 components of which the Component No. 5 is “Support to Development and Management of Districts Towns”. Under the Component 5, the programme supports to the district towns of Tsirang, Trashigang, Gelephu, Gyelposhing and Samtse. The strategy to support the development of the five towns is a combination of capacity building, technical support and development of infrastructure facilities. Among many urban infrastructures to be provided in the towns, the main element, which takes bulk of the component budget, is on water supply and sewerage. For implementation of this grant assistance programme the Department of Urban Development and Engineering Services requires the services of Water treatment plant construction Specialist.
Qualifications:
- M.Sc/B.E in Construction /water supply and sanitation engineering.
- Specific extensive knowledge on the supervision of water treatment plant and water distribution network for small urban centers.
- At least 5-10 years experience in supervision of the construction work related to water treatment plant and water distribution network.
- Experience in working in developing countries preferably South East Asia.
- Demonstrated capacity in execution and monitoring of the water supply scheme.
- Good written and oral communication skills in English.
Responsibilities include but are not limited to the following:
He/She should on-site full time each day to monitor the quality of the construction and to provide training and guidance to the site engineers.
Implementing and monitoring of the water treatment plant for Samtse and Damphu.
Should have the knowledge of occupational hazards and safety procedures associated with water supply systems.
Should be able to interact with counterparts/engineers/technicians/contractors and other municipal employees to establish and maintain effective working relationships.
Should be able to plan, assign, and review the work of subordinates involved in the construction.
The supervisor should have the ability to ensure that work is being completed in compliance with project specifications and standards while work is in progress and when completed.
Carry out a field visit to all project sites (Samtse and Damphu) to monitor the water supply works.
Prepare O&M manuals for the Water Treatment Plant.
Design training programs for the O&M staffs for the Water Treatment Plant and conduct trainings.
Any other water supply related works assigned to him.
Note: The TOR and the duration of the input shall be reviewed at the start of assignment jointly with the client. The consultant shall then prepare a comprehensive work plan for the entire duration of the input. The selected candidate should be willing to join within 2 weeks of appointment.
