Notification
This is to
notify all bidders bidding for the Preparation
of Structure Plans and Local Area Plans for Kanglung,
SamdrupJongkhar and Gyelpoishing that the Department
of Urban Development and Engineering Services
has made the following amendment to the document
and No bids will be accepted without the required
amendment.
Addendum
1. The requirement
of a bid security/ earnest money has been missed
out from the bidding document. Therefore, all
bidders are requested to furnish a lump sum bid
security/earnest money of Ngultrum Fifty Thousand
only (Nu.50, 000) in the form of Cash Warrant
/ Unconditional Bank Guarantee / Demand Draft
in favor of DCFO, MoWHS. The bid security will
be enclosed in a separate envelope sealed and
marked as “Bid Security” and enclosed
with the Technical Proposal. Please note that
no bid will be accepted without such bid security.
The bid security will be refunded to the unsuccessful
bidders after they are notified that their bid
is unsuccessful. The Client will return the bid
security to the successful bidder at the time
of the conclusion of the contract. If the successful
bidder fails, for unjustifiable reasons, to conclude
the contract, the bid security will be forfeited.
2. The date
for the submission of bids is extended till 26th
December, 2005 up to 14.30 hours. It will also
be opened on the same day at 15.00 hours.
3. Please
read the last sentence of clause no. 6.4 under
6 -Negotiations in the Part I of the document
as: If this is not the case and if it is established
that key staff were offered in the proposal without
confirming their availability, the firm may be
disqualified and forfeit the bid security.
4. The Structure
Plan for each town will cover an approximate area
of 2 sq.km. However, these areas are only tentative
and are subject to change according to the study
carried out by the Consultant, Municipality representatives
and the DUDES representative during the site visit
at the commencement of work.
5. The Consultant
will spend at least 80% of the project period
on respective sites for carrying out the work.
6. Instead
of submitting 10 copies of each report specified
in the TOR, 7 copies each of the write up and
maps in the form of reports after every activity
will be submitted to the Client in the preparation
of each Structure Plan and Local Area Plans.
7. All bidders
will submit their valid license during the submission
of the bids.
8. Please
read the Payments to the Consultants ( SECTION
III) in the draft contract agreement as:
10% of the
contract amount for mobilization on the signing
of contract. It is subject to the submission of
Bank Guarantee of equal amount.
10% after
the submission of the Inception Report
10% after
the presentation and submission of the Concept
Plan.
10% after
the field verification and submission of the Base
Map.
15% after
the submission of the Interim report with the
Existing Land Use Plan, Existing Circulation and
access network plan and existing amenities and
Utility Services Network Plan.
10% after
the presentation and submission of the Draft Structure
Plan and presentation and submission of the initial
concept on the Local Area Plan proposals.
15% after
the submission and presentation of the Implementation
strategies/ Development Control Regulations and
the presentation and submission of the draft Local
area Plans.
10% after
the submission of the Final Structure plan and
Local Area Plans for discussion with the NCCHS.
10% of the
final bill will be released after the final approval
has been accorded from the National Consultative
Committee on Human Settlements (NCCHS) and handing
over of the raw (original) data collected during
the plan preparation as well as the soft copies
of the total work to the respective municipalities
and the DUDES respectively.

changes, clarification or addendum that might
be made will be posted at http://www.dudh.gov.bt
All bidders are requested to check the website
for further clarification and changes if any before
the submission of the bids.
